Thane: Illegal Dog Boarding Centre Accused of Abuse Shut Down Following PETA India’s Intervention

PETA India collaborated with the guardians of the two companion dogs, Abhishek Kumar and Boski Palan, whose dogs were reportedly abused at an illegal dog boarding and training facility, “Dogs and Me, Pet’s Resort and Training School,” located at Last Bus Stop, Patonpada Last, Yeoor Hills, Thane West, Maharashtra. One of the two dogs was said to be assaulted so barbarically that he was left blinded in one eye. The facility has been shut down following the registration of FIR No. 17/2025 at the Vartak Nagar Police Station under Section 325 and Section 3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023, along with Section 11(1)(a) of the Prevention of Cruelty to Animals (PCA) Act, 1960.

The complaint detailed horrific instances of abuse, including the case of a toy poodle named Dollar, who suffered a ruptured left eye from abuse on 27 December 2024, resulting in permanent vision loss and disability despite emergency surgery. Another dog, a golden retriever named Whiskey, was repeatedly beaten, as captured in video evidence, causing severe physical pain and psychological trauma.

Following the FIR, PETA India collaborated with the Thane Society for the Prevention of Cruelty to Animals (SPCA), the Maharashtra Animal Welfare Board (MAWB), Vartak Nagar Police Station, and the Thane Municipal Corporation to shut down the illegal facility. The Thane SPCA issued a closure notice instructing the facility’s operator to cease operations immediately and return all dogs in their custody to their rightful guardians.

Under the Dog Breeding and Marketing Rules, 2017, all boarding kennels must be registered with the relevant state animal welfare board. Additionally, a letter dated 18 December 2020 from Dr Dhananjay Parkale, the then Additional Commissioner of Animal Husbandry and Member Secretary of the Maharashtra Animal Welfare Board (MAWB), underscores the legal mandate for shutting down unlicensed pet shops and dog breeding establishments. Addressed to all District Collectors cum Chairpersons of the District SPCAs, the directive explicitly calls for the immediate closure of such illegal facilities. It further instructs all District Deputy Commissioners of Animal Husbandry cum Member Secretaries of the District SPCAs to ensure that no pet shop or dog breeding establishment is allowed to operate without a valid MAWB license.

PETA India urges guardians to take the help of trusted friends and family members to look after their companion animals where possible. Minimally, a pet boarding service must be asked to prove it is registered with the state board and the guardian must take other steps to verify a facility’s credentials, conduct personal visits, and seek references to ensure that animals are not confined in cages or mistreated. Similarly, when choosing a dog trainer, guardians should confirm their qualifications and ensure they use only reward-based, non-violent training methods.
