Mare Suffocates From Strangulation at Breeding Facility, FIR Registered Following PETA India’s Intervention

After learning about the death of a mare at a breeding facility in Chunawadh due to strangulation, PETA India worked with the mare’s owner and local police officials to register a first information report (FIR) against three individuals responsible for running the facility. Chunawadh Police Station registered the FIR under sections 325 and 3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023, and sections 11(1)(a) and 11(1)(l) of The Prevention of Cruelty to Animals Act (PCA), 1960.

 

A post-mortem examination was conducted by a local veterinary officer. The mare had been tied with rope and left unattended overnight at the facility, ultimately dying of suffocation as the rope tightened around her neck. Her body remained neglected for hours, during which dogs began feeding on her.

PETA India has long campaigned to strengthen the PCA Act, 1960, which contains outdated, inadequate penalties, such as a maximum fine of only Rs 50 for convicted first-time offenders (although the BNS, 2023, 1860, prescribes stronger punishments). In a proposal sent to the central government regarding an amendment to the PCA Act, PETA India recommended significantly increasing penalties for cruelty to animals.
